Ⅰ. Bringing Up the Issues of the Proposing Year and Proposer of“ the Convention on the Rights of Persons with Disabilities.”

☞ The following is the outset opinion as to the additions and reasons for correction in the historical background, in terms of the proposal of “the Convention on the Rights of Persons with Disabilities” recorded during the 56thsession of the United Nation’s General Assembly in 2001.

This is about the statement that discussion on “the Convention on the Rights of Persons

with Disabilities” was initiated by Mr. Vincente Fox, the then president of

Mexico, during the 56thsession of th eUnited Nation’s General Assembly in 2001. Since the existing statement as to “the Convention on the Rights of Persons with Disabilities”

has such errors in its historical background as the

proposing year (2001) and Proposer (Mr. Vincente Fox, the then president of Mexico),I hereby submit this opinion based on the truth in order to correct those errors.

 

 

Reasons for Correction

Concerning “the Convention on the Rights of Persons with Disabilities”, the spirits of the

relief of the poor and the underprivileged and throughout the world and the dedication

and sacrifice for promoting welfare of the disabled that were intended by the late

David Waive, former president of Trust Group located in Atlanta ,Georgia, in1986

was succeeded to by Mr. Kim Jung Sun, a Korean and Chairman of the World Rehabilitation

Organization which is a social welfare foundation located in S. Korea, and Mr. Kim has

advocated and delivered the ideas of establishment of (tentatively named) the United Nations’

World Rehabilitation Organization or (tentatively named) the United Nations’ World Organization

of Persons with Disabilities and “the Declaration of Rights of Persons with Disabilities”(1~5) in

the same form as the UN World Health Organization (WHO) to the United Nations and 198

countries for the last 20 years

Since then the discussion on “the Convention on the Rights of Persons with Disabilities” was initiated by Mr. Vincente Fox, the then president of Mexico, duringthe 56thsession of the United Nation’s General Assembly in 2001…

 

 

Notwithstanding such indication of errors in the historical background as stated above, the representation of the proposing year and proposer of “the Convention on the Rights of Persons with Disabilities” that does not include the premise in the form of additions to the original text will seriously impair the spirits of the UN.

The government of Mexico that has claimed that the discussion on “the Convention on the Rights of Persons with Disabilities” was initiated by Mr. Vincente Fox, the then president of Mexico, during the 56thsession of the United Nation’s General Assembly in 2001 will leave an indelible stain on its own national credibility, and, if the UN allows this to happen, it also will result in degrading the UN’s reliability status.

This is because Mr. Vincente Fox, the then president of Mexico, should have had the premise in the form of additions to the original text or the note (referred above) publicly stipulated in the statement of “the Convention on the Rights of Persons with Disabilities”, which was required to ensure respect for and dignity of him as a world leader.

It is very regretful that the government of Mexico represented that “the Convention on the Rights of Persons with Disabilities” was originated and proposed by Mexico, even if it was not what such internationally respected country as Mexico should do.

In result, the efforts made by all the countries throughout the world that contributed to the spirits of the UN for a long time and the meaning of existence of such NGOs as have committed to relief of the poor and the underprivileged and throughout the world and promotion of welfare of the disabled will be impaired.

Accordingly, it will be reasonable that the place at which the headquarter of (tentatively named) the UN World Rehabilitation Organization is to be located shall be either Atlanta, Georgia, the U.S. or Korea both of which are original proposing countries.

In light of objectives of establishment, spirits and charter of the UN, the U.S., a permanent member of the Security Council, has already the Secretariat which might be called as of heart of the UN in the city of New York.

I sincerely wish the headquarter of (tentatively named) the UN World Rehabilitation Organization which is a body of the UN will be placed in Korea, and I strongly believe this will best serve the slim structure of such international norms as seeking opening-door policy, human rights and welfare in terms of multinational world view sought by the UN.

 

 

 

Ⅱ. The Schemes for Financing of and Operating (tentatively named) the United Nations’ World Rehabilitation Organization.

The World Rehabilitation Organization has long been elaborating the schemes for financing of and subsequently operating (tentatively named) the United Nations’ World Rehabilitation Organization, as follows.

It is worldwide acknowledged that the UN is facing skepticism against its unrealistic policies and its deteriorated financial condition.

In order to have (tentatively named) the UN World Rehabilitation Organization realize the relief of the poor and the underprivileged and throughout the world and the promotion of welfare of the disabled, an enormous amount of fund for highly ranked policy programs will be required.

Generally speaking, it is no exaggeration to say the very fact that any country in the world voluntarily raises and contributes the fund to the UN treasury for the purpose of relief of the poor and the underprivileged and throughout the world and promotion of welfare of the disabled might be a skeptical one and contradicting idea.

For avoiding this limitation, there should be developments of a variety of fundamental highly-ranked policies of the UN and the accompanying operating programs and considerations for and supports of multilateral social systemization of each country, all of which shall be concretized at the level of such multiple infrastructure as including industrial technologies, international financing and rehabilitation science.

As pointed out above, it is inevitable to understand and prepare relevant a variety of operating programs that ensure the highly ranked policies and financing thereof for the purpose of operating (tentatively named) the UN World Rehabilitation Organization.

To do that, the idea of multi-nation global corporation that is expected to facilitate realization of the values commonly share by human being and laying the foundation for the spirit of international human rights desired by each country shall be first understood and preferred.

However, there are conflicts of interests revealed to limitation when obtaining the multiple infrastructure related to each country’s national policy to integrate the diversified management models of the UN into international financing programs and to the relief of the poor and the underprivileged and throughout the world and the promotion of welfare of the disabled by means of the multinational global corporation commonly desired by every country in the world is to be done first.

The World Rehabilitation Organization has long been developing multilateral highly ranked policies and accompanying international financing and operating programs concerning overall and new master plan for (tentatively named) the United Nations’ World Rehabilitation Organization and completely preparing for countermeasures against any possible changing circumstances that may happen in the course of implementation thereof.

 

 

 

For instance,

Firstly, for the purpose of financing of the UN’s drained fund and funding (tentatively named) the United Nations’ World Rehabilitation Organization, the World Rehabilitation Organization has developed and commercialized “Life Vest for Salvage” absolutely necessary for saving lives in case of disaster on the sea, according to the policies of the International Maritime Organization (IMO), a body of the UN, and acquired international standards of DAD•SAS for the product from Lloyd’s Register of UK.

The World Rehabilitation Organization has also continuously submitted proposals to the IMO concerning policies about maritime salvage when the IMP was considering the application of the global positioning system (GPS) to all of the ships in the world.

The World Rehabilitation Organization has requested the IMO to recommend that all of its member states are provided with the “life vest for salvage” developed by the World Rehabilitation Organization. And we inform the IMO that 30% of the proceeds therefrom would be used for the project administered by the IMO through the UN bodies.

Secondly, we succeeded in developing <GPS Satellite Tracing Unit for maritime salvage> that enables emergency rescue call to be made in case of disaster on the sea and therefore commonly necessary for the entire world. Subsequently, we also succeeded in developing a combined radio system that can integrate the two frequency bands in the U.S. CDMA mobile communication types and European TDMA mobile communication types, respectively, in the field of worldwide mobile communication and satellite communication, for which paten was granted in Korea. In addition, we have already been informed of the best result from the PCT which is an evaluation procedure for international patent application.
